Design Review Application

Any exterior modification to an existing residence within Delta Coves, including the installation or modification of a dock, deck, patio, patio cover, front/side/rear landscaping, fencing, or any other physical alteration to the exterior appearance of a house, yard or dock, must be approved in advance by the Design Review Committee. In order to minimize redesign efforts, application for additions, modifications or other improvements should be reviewed and approved by the Design Review Committee prior to any submission for permits.

Applications should be submitted with attachments detailing the intended modification. In order for an application to be reviewed by the Design Review Committee, a picture of the home must be provided.

  1. Review in detail section 7 of the Delta Coves Residential Design Guidelines.
  2. It's recommended that a civil engineer prepares a plot plan of your property. We suggest referring to the original building permit plot plan when developing your deck plot plan. The plot plan must show property lines, deck dimensions, setbacks, pile locations, rear yard corner elevations, the deck elevation where it meets the hinge point in the lagoon, drainage swales, the levee easement line and the location of the Higher High Water Mark of the lagoon. The deck may not extend greater than 12-feet waterward beyond the property line. If you plan to use the structural plans approved by Delta Coves to construct your deck, then your plot plan must also reference its Contra Costa County (CCC) approved building permit number. The CCC has asked that all plot plans for deck construction be issued using a 11-inch by 17-inch plot plan format. People who wish to develop their own structural plans will be subject to additional structural plan check reviews by both Contra Costa County Building Department and BIMID.
  3. Submit your Design Review Application to Delta Coves Maintenance Corporation (DCMC) for review and comment. Your application should include a plot plan, elevation of your deck plan, railings, and fascia.
  4. Once DCMC approves your plot plan, DCMC will email you your stamped approved site plan, BIMID’s permit application, BIMID’s payment directions, BIMID’s indemnity form, and submission instructions.
  5. Fees applicable to homeowners will be determined on a case-by-case basis. Checks should be payable to BIMID, listing both the lot number and street address. You can mail the payment to BIMID, PO Box 244, Bethel Island CA 94511. Or drop the payment in person at the BIMID office at 3085 Stone Road, Bethel Island CA 94511.
  6. Once you deliver all items to BIMID’s office, their representative will electronically sign your plot plan on behalf of BIMID and return it to you for your submittal to Contra Costa County.
  7. Complete a Contra Costa County building permit application and in the project description, write “Deck Only.” If using DCMC's approved structural plans, reference the plan number and date: Permit #6013, Approved 4:19 PM, October 5, 2020. Revision 1, Reviewed 9:49 AM, April 15, 2021 (subject to any updates that may occur). Submit the building permit with the plot plan to Contra Costa County Building Department for approval.
  8. Construct your waterfront deck following BIMID and Contra Costa County pre- and post- building inspection requirements (found in section 3.13 of the Residential Design Guidelines and the Encroachment Permit). Any disturbance to the lagoon floor is limited to August 1 through November 30 of each calendar year, regardless of who constructs within the lagoon. (Driving piles from a barge is considered a disturbance.)

All docks at Delta Coves must be constructed using Contra Costa County’s approved ShoreMaster structural dock plans, permit #6013, reviewed December 10, 2019. If you choose to apply for an alternate structural plan to upgrade your dock, all construction that varies from that design approved by the Army Corps of Engineers shall require a separate building permit and for Delta Coves to seek to Army Corps and Contra Costa County Department of Conservation and Development approval. DMB Development, as the developer, holds a permit allowing contractors of DMB Development to do work in the lagoon. The permit is approved through four government agencies: Regional Water Quality Control Board, California Fish and Wildlife Service, US Fish and Wildlife Service, and the Army Corp of Engineers Regulatory Branch Sacramento.

Through approval of its initial grading permit to construct the lagoon at Delta Coves, the original developer and its successor, SDC Delta Coves LLC, DMB Development, and its agents are permitted to construct docks within the lagoon. In granting the lagoon permits, the Contra Costa County Department of Public Works reviewed the dock construction, dock anchorage, and the ability to resist wind lift and wave action. The permit was granted using ShoreMaster plans and details. In December of 2019, DMB Development updated the original permit to allow various geometric configurations for the docks within the lagoon. These developer approvals are memorialized under Contra Costa County Permit #6013. This is a developer master permit for construction throughout the lagoon. Plans shown within this permit can be reviewed by referring to Development Plan Modification DP20-3003.

Private property owners are required to obtain individual permits for any work they conduct in the lagoon. Permits will only be approved for dock structures that are equal to or better than those originally granted under the developer blanket permit. Homeowners are liable for violations to all state and federal permits that regulate construction within the lagoon.

Delta Coves is currently amending all its lagoon permits through the state and federal permit process to obtain a maximum allowable coverage of the water within the lagoon. This amendment will set maximum coverage at 1,000 square feet of dock per lot and will extend until the final dock is built by the developer at Delta Coves.

The document will be available for review upon final issuance.

Submission requirements :

  1. Review in detail section 3.14 (being updated) of the Delta Coves Residential Design Guidelines and section 5.3 of the Master Declaration of Covenants, Conditions, Restrictions and Reservation of Easements for Delta Coves.
  2. Schedule and complete an educational awareness meeting with DCMC and the DCMC-approved contractor prior to submitting your design review application.
  3. Compose your design review application. Your application must include the following components to be considered complete:

    a. Plot plan showing your property lines, your lagoon easement lines, your dock location and any fingers that are added, show its relation to the easement and the outer mooring line, dock dimensions, setbacks, pile locations, and location of any accessories (water towers, electrical boxes, ladders, canopies, boat covers, etc.).

    b. Pictures, examples, colors of planned materials and all accessories.

    c. Name and contact information of contractor who will build dock, mooring system, and any accessories on the dock.

    d. Date of expected construction. Note: Regardless of who constructs within the lagoon, any disturbance to the lagoon floor is limited to August 1 through November 30 of each calendar year. (Piles, piers, rock slope modification and Sea Flex installations are considered disturbances.)

    e. If you are moving your gangway, provide confirmation you are using the Contra Costa County approved gangway footing plan.
  4. Submit your complete design review application to the Delta Coves Maintenance Corporation (DCMC) for review and comment. Your application should include a plot plan, dock elevation, and all materials.
  5. Upon review of all items, the Design Review Committee will either return your application with comments or return your application with a stamped approval you may take to Contra Costa County for required permits.
